Airlines hate to put a plane in the air with empty seats. Obviously, they make the most money on a full flight, so even when the airlines offer discount airfares they are still maximizing their profit by making sure the plane is full. This motivates the airlines to offer discount airline tickets to not only fill up as many flights as possible, but also to attract new customers.
Discounted flights are most often found through either travel agencies, which are also eager to gain more new clients and will work hard to find cheap fares for them, or through the reservation system of the airline itself.
